"Francis Hopkins has just reached the allotted age of man. He was born on the site of the present produce exchange, New York, and was the son of Caleb Hopkins. He has been a resident of Fort Hamilton since 1853 when he married Rebecca Sears, daughter of the late W. F. Sears. He served one term of two years as supervisor of the town, 1870-1872, and was shore inspector the three years following. He was one of the first deacons of the Fort Hamilton chapel. He was a member of the pond drainage commission that drained the malarial breeding pools in the district."

He participated in the planing of the Bay Ridge Reformed Dutch Church and was present at the laying of the cornerstone on June 6, 1896. The edifice was erected on the northeast corner of Second Ave. & Eightieth St.
