Maryland Governor and US Congressman. He attended St. John's College in Annapolis and became a lawyer in the now defunct village of Frankville. He was a member of the Maryland House in 1822, 1827, and 1829, serving as Speaker in his last term. He was elected to the US House of Representatives as a Jacksonian and reelected as a Democrat, serving from 1831 to 1841 and chairing the Judiciary and Naval Affairs Committees. After leaving the House Thomas was President of the Chesapeake & Ohio Canal Company. He served as Governor of Maryland from 1841 to 1844. He was again elected to Congress during the Civil War, running as a Unionist and then as a Republican, serving from 1861 to 1869. He was US Minister to Peru from 1872 to 1875. Thomas was killed by a train while walking on the tracks near Frankville.
