US Congressman. He grew up in New York City and was trained as a maker of doors and sashes. He was appointed Superintendent of the Blackwell's Island penitentiary in 1844. In 1856 he relocated to East Saginaw Michigan (later consolidated with Saginaw), where he owned real estate and salt manufacturing businesses. He served on the East Saginaw City Council and was the Council's President. From 1859 to 1860 he was a member of the Michigan House. Driggs was a Colonel in the Civil War, raising the Twenty-ninth Michigan Infantry Regiment and serving as its commander. He was elected to Congress as a Republican in 1862 and reelected twice, serving from 1863 to 1869. He was an unsuccessful candidate for reelection in 1870, after which he returned to his businesses in Saginaw. Driggs was buried in Brady Hill Cemetery and later reinterred at Forest Lawn.
