United States Army Major General. During the Civil War he served in the 11th Connecticut Volunteer Infantry, rising from Quartermaster Sergeant to 1str Lieutenant and Regimental Quartermaster. In May 1865, when the war was all but over, he was commissioned a Captain of Volunteers in the Quartermaster's Department, serving until April 1866, when he was mustered out at the rank of Major. Joining the Regular Army in 1867, he was given many high-profile engineering assignments, from being the assistant engineer on the Washington Monument to one of the head consulting engineers on both the Nicaragua and Panama Canals. After service in the Spanish-American War, he served as military Governor of Puerto Rico from 1899 to 1900 and as military Governor of the Panama Canal Zone from 1904 to 1905. Once his duties to the government were fulfilled, he became the Chairman of the Red Cross from 1907 to 1915, after which he retired from public service.
