Paul Thomas Foley was born in 1881 to Richard and Teresa (Sullivan) Foley in Erie County, New York. Because of his father's position with the railroads he moved around a lot during his early years and eventually settled in Pittsburgh, Pennsylvania where he lived with his Brother, Leroy, and his sister-in-law, Mary (McLaughlin) Foley. During this time he worked as a laborer for the factories in the area. After securing employment he moved out on his own.
