Congressman. He attended Yale Law School and became an attorney in 1838. In 1840 he moved to Ohio. Perry served in the Ohio House from 1847 to 1848. In 1861 he declined appointment to the US Supreme Court. He was a delegate to the Republican national convention in 1864. In 1870 Perry was elected to the US House and served from 1871 to 1872, resigning before his term expired so he could accept appointment as the federal government's chief counsel in the Credit Mobilier case. Perry then resumed his Ohio law practice and was also an author.
