Mr. Lee was born in Evelyn, Wirt Co., WV to Stephen S. Lee and Virginia Quick. When Mr. Lee turned 17 years of age, he began teaching school. After the passage of four years, he then enrolled in Marshall University where he graduated in 1905. He resumed laboring in the educational field and then enrolled in law school at Washington and Lee University, graduating in 1909. While still a student, Mr. Lee was elected a member of the state legislature where he served for two years.
On March 3, 1906, Mr. Lee married Ida Lenore Hamilton, a daughter of Jacob S. Hamilton and Samantha A. Corbly.
Mr. Lee served as the Republican Attorney General of West Virginia from 1925 to 1933. Howard was instrumental in ending government corruption which in turn helped to end the West Virginia Mine Wars.
In addition to his political life, Mr. Lee was also a noted author.
