James Franklin "Frank" Lumpkins was born 13 May 1863 in Lawrence Co., Tennessee, the son of Rev. James Marvin Lumpkins and his first wife, Sarah Malinda Springer.

James Franklin "Frank" married Anna Lou "Annie" Grimes 5 Oct 1880 in Lawrence Co., Tennessee. Before his sudden death in the summer of 1898, they became the parents of seven children who all lived to adulthood.

James Franklin "Frank" Lumpkins died shortly after eating his noon meal on 23 Aug 1898 near Leoma in Lawrence Co., Tennessee. His coffin was carried to Cedar Hill Cemetery in the back of a wagon pulled by a team of horses with his wife, Annie, and six of their children walking behind it. Annie was pregnant with their seventh child at the time of Frank's death.
