Born Jan. 13, 1925, in Brunswick, he was the son of Howard Donaldson Rice Sr., and Ida Virginia Shaw Rice.
Mr. Rice served in the U.S. Army during World War II. He was employed as a cartographer for 28 years with the State of Maryland and was also the manager of the Frederick Roller Rink from 1954 to 1968. He was a member of the Walkersville Kiwanis, the Walkersville Volunteer Fire Company, the Walkersville Rescue Company No. 24, the Woodsboro American Legion, the AMVETS Post No. 2 and Disabled American Veterans.
