Joseph Anderson Williams, 78, died Wednesday, Oct. 13, 1993.Dr. Williams was Emeritus Dean of the College of Education at the University of Georgia.
Williams had a long career in education, but was especially influential in Georgia with the legislative enactment for equalization funding of the public schools, known as the Minimum Foundation Program. His 1948 dissertation, which proposed a method of distributing state school funds below college level to more nearly equalize educational opportunities in Georgia, became a model for state school funding which has grown in importance over the years in successive programs...

Joseph A. Williams was born in Bainbridge, GA in 1915. Here he lived and attended local schools until he left in 1932 to attend Georgia Teachers College and later the University of Georgia from which he received his A.B. degreein 1936 in mathematics...1936-38 Principal and mathematics teacher at public school in Tate, GA... 1938: M.S. Ed in School Administration, Univ. of GA; 1939: M. Ed in education, Univ. of GA.1939-1942: Principal of Wardlaw Jr. High in Columbia, SC and Principal and mathematics teacher at H. S. in Newnan, GA. 1943-46: Lt. U. S. Navy as navigation officer and served in Pacific. 1947: research specialist with GA State Department of Education; 1949: earned Ed.D. from Univ. of GA and appointed a research Associate with the Bureau of Educational Studies and Field Services.1947-49: Chairman of Division of Education Administration and directed Bureau of School Services at the University of Kentucky. 1950-1956: Assistant to the President of UGA. 1956-1962: Dean of Students and Director of Campus Development at UGA. 1962-1981: Dean of the College of Education at UGA.
Williams was a member of Phi Kappa Phi, Phi Delta Kappa, and Kappa Delta Pi. In 1970, he was President of the Association of Deans of Colleges of Ed. in Land Grant Universities., and a member of the Professional Standards Commission form 1977-1981. During his long residence in Athens, Williams and his family were active in the First Methodist Church.
Funeral services will be at 3 p.m. Sunday at Bernstein Funeral Home chapel in Athens. The Rev. Wesley Stephens Bray will officiate. Burial will be in Oconee Hill Cemetery.
Pallbearers will be Leon A. Hargreaves, John W. Fanning, William C. Flewellen, William E. Hudson, Gerald B. Huff, Marion Rice, and David Elder. Honorary pall bearers will be past and present faculty of the College of Education. In lieu of flowers, memorial may be made to the College of Education Foundation Fund, University of GA.
