Maxton was born on December 2, 1932 in Henderson, Texas to Marlin Travis and Ethel Lavern (Gideon) Welch. He married Mary Diamond on August 26, 1954 in Hawkins, Texas. He served in the U.S Navy during the Korean Conflict and retired from the Federal Aviation Administration. Maxton loved fishing and music.

He is survived by his wife, Mary Welch of Whitesboro; a daughter, Diane Wilson and husband Randy of Dodge City, Kansas; three sons, Mark Welch of Amarillo, Timothy Welch and wife Tonya of Amarillo and David Welch of Amarillo; 7 grandchildren and one great- grandchild.

He was preceded in death by his parents; and three brothers, Cletus, Pent and Talmage Welch.
