Was born in Maysville KY, a town on the Ohio River to which place his ancestors came from Virginia along with Daniel Boone more than 170 years ago and built the first block house in that section. That part of Kentucky from which he came was greatly divided during the Civil War and he had uncles serving in both the Northern and Southern armies. His mother's brother, Major John H. Archdeacon, a Northern officer, was in the Battle of Franklin. His mother died when he was two and a half and his sister, a baby of six months. His maternal grandmother took the little girl, where she made her home and he was farmed out staying with first one relative and then another. When his father married Miss Pattie Tinsley daughter of a Methodist circuit rider, he went to live with them and thought they had six children of their own he remained to all outward appearances his stepmother's favorite. His father R.S. Mefford, sold the Kentucky farm and came to this county were some Ohio cousins had preceded him and here he purchased a farm off Carter's Creek Road where the family lived for many years. In 1882 Mr. Mefford married Miss Ida Allen and moved to Thompson Station where he purchased 260 acres. Here his wife and two of their nine children died in 1906. Later Mr. Mefford married Miss Bessie Hicks of Cayce Springs. He was postmaster at Thompson Station for 10 years.
