The California Highway Patrol was formed in 1929. Officer Horine was the 146th CHP officer killed in the line-of-duty.
On May 13, 1978, Officers Harold E. Horine, ID #6686, and William F. Leiphardt, Jr., ID #4991, were killed in a traffic collision in the Baldwin Park area.
Officers Horine and Leiphardt were investigating a traffic collsion when a passing truck tractor and trailer swerved onto the shoulder, striking the patrol officers. Both officers were killed instantly.
Officer Horine was 39 years old and had been a member of the Highway Patrol for 10 years. Officer Leiphardt was also 39 years old and had 12 years of service with the CHP.
