Franklin was born October 7, 1912 in Hooper, Nebraska to William and Margaret "Maggie" Carlson.

Sadly, his father died when he was young. In 1920, he and his little sisters Beulah and Charlotte were living in Hooper, Nebraska. His widowed mother was supporting the family with her dressmaking.

From at least 1935 to 1940, his grandfather, Frank Renninger, 84, widowed, lived with them in Hooper. His grandfather had been born in Pennsylvania, though his mother had been born in Nebraska. In 1940, his mother was still working as a dressmaker, and Franklin was driving truck on a milk route.

When World War II broke out, this 28-year-old man walked into the draft office to register. The date was October 16, 1940. He told the clerk he had been born in Hooper, Nebraska, and that Maggie Carlson, his mother, would always know his address. The clerk noted that Franklin was 5'9" tall, weighed 160 lbs, and had blue eyes and brown hair.
