Peter was born to Kuo-Hwa and Ming Tcho Tchiang on August 10, 1945 in Chengdu China.

Peter worked for the Rockland County Sewage District #1 and retired from the Sewage District in 2000. He received his bachelor's degree from New York Institute of Technology.
