Son of "Rome" and Kate Beaver Payne of Tipton County, Tennessee, Romulus was married to Kate Clark on May 9, 1900 in Tipton County, Tennessee. The couple became parents to a daughter, Thelma, born about 1903. Romulus was the foreman of the Southwestern Bell Telephone plant in Kennett, Missouri when he became ill with pneumonia and died. He was buried in the same cemetery as his parents at Covington, Tipton County, Tennessee.
