Charles Maxson Tozer entered the Naval Academy in Sept. of 1892 and made Ensign in May of 1898. He went on to become Commander of the training ship USS Philidelphia in 1918, Commandant of the naval base on Guantanamo Bay, Cuba from 1924 - 1926, commander of the USS Mississippi form 1926 - 1927. He participated in both the Spanish American War and World War 1. He was awarded the Navy Cross for exceptionally meritorious service during WWI while in command of the USS Buffalo. The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Charles Maxson Tozer, United States Navy, for exceptionally meritorious service in Command of the U.S.S. BUFFALO (repair ship) in the War Zone, during World War I.
He was the loving husband of the late Rose Crane Tozer and father of Katherine Maxson Tozer & Cornelius Crane Tozer.
