Son of Jean-Antoine Panet and Louise-Philippe Badelard. He was baptised at Notre-Dame de Quebec, Low Canada, on 27 August 1780.

He married Henrietta (Harriett) Antill, the widow of Charles Blake, at the Anglican Christ Church of Montreal on 13 June 1814.

They had at least four children together.
- Jean Antoine
- Louisa Charlotte
- Edouard (Edward) Antill
- Henrietta Louisa

Bernard obtained the title of Esquire, he was the first seigneur of Bourg-Louis and a lawyer.

He died age 73.
