Walter Russell Carr was born in South Union Township May 3, 1885, son of John D. and Amanda M. (Cook) Carr. He was educated in the public schools and graduated from the Uniontown High School in 1902. He was graduated from Washington and Jefferson College in 1906, where he was the founder and first president of the W. & J. Intercollegiate Debating Society and first president of the Student Senate.

After graduation he began the study of law with his brother, now Congressman Wooda N. Carr, and was admitted to the Fayette County Bar April 25, 1908; to the Pennsylvania Supreme Court October 24, 1910; to the Pennsylvania Superior Court April 27, 1911, and to the United States Courts October 24, 1910.

He is a Democrat and has served as chairman of the county committee and delegate to county and State Conventions. He is now engaged in the practice of law with his brother, Wooda N. Carr, under the name of Carr & Carr.

He married, July 24, 1912, Mary Lulu Oglevee, daughter of Philip G. and Matilda Oglevee, of Dunbar Township, Fayette County, Pennsylvania.
