Bettie Jones Harris was a daughter of Richard Harris and his second wife Lucy H. Jones Harris. She was probably named for Richard Harris's first wife, Bettie Jones Harris. Oakwood Cemetery records show that her grave is unmarked and to the right of the unmarked grave of her father, Richard J. Harris.

Her birth date of January, 1870 is based on the 1870 Census of Norfolk, Virginia and the 1880 Census of Raleigh, NC for the household of her parents, Richard and Lucy Harris. She has an erroneously recorded birthday of January, 1874 in the 1900 census of Washington, DC in the household of her father, Richard Jones, Widower. She was still living in Washington, DC at the time of her father's death in 1916 according to the Raleigh News and Observer issue of February 26, 1916 which states that the only surviving child of Richard J. Harris is Bettie Harris of Washington, D.C.

Her married name of Parker is based on Oakwood Cemetery records.
