Delbert Bugg was born on a ranch near Garden City, Texas. He attended school in his early years in Texas and in 1940 graduated from high school in Tucumcari, New Mexico. On March 2, 1942, he entered the military and served during the Aleutian Campaign with the 87th Mountain Infantry Ski Troopers.

After a brief return to the United States, he served in the European Theatre of operations where he was assigned to the 10th Light Division. He was honorably discharged November 6, 1945.

Delbert joined the state police on April 9, 1946, and was assigned to Grants, then was later transferred to Tucumcari. On August 20, 1946, Delbert was patrolling on U. S. 66, just outside the city limits of Tucumcari, at about 5:00 p.m. when an oncoming car struck his motorcycle head on. The driver of the car had been driving on the wrong side of the road.

Delbert was transported to Tucumcari General Hospital with severe internal injuries. On August 21, 1946, around 12:00 p.m., Delbert died of his injuries. He was survived by his wife and her four children.
