Paul was the son of Phillip Blaine Oliver (1891-1956) and Miriam Irene Brenemen (1915-1994). He had one sister, Barbara (1939-2009). Although born in Pennsylvania, he lived most of his life in Prince Georges' County Maryland.
He spent 42 years in the United States Air Force, a combination of Active Duty and Reserve. He was a Flight Engineer for most of that time transitioning from the Fairchild C-123, to the Lockheed C-130 then to the Lockheed C-141.
He was married 5 times and had 4 children, one each with his first 4 wives. His first marriage (1958-1961) was to Tania Taylor, their daughter was Kathleen Francis Oliver. His second marriage (1963-1967) was to Mildred Jeanette Shilt and their son was Marvin James Oliver. His third marriage (1963-1967) was to Diane Beverly Crew and the son was Paul Robert Oliver II.
