Franklin was the son of William Anderson and Susan Frances Hayes. On 2 Jun 1896 in Boston Franklin married Minnie H. Hussey. They had no children.

Franklin died at Danvers State Hospital of myocarditis contributed by depressive insanity. Franklin had been a patient there since 1909.
