Diplomat, born October 17, 1889, in Springfield, Illinois. Gourley graduated from the University of Illinois and George Washington University, and studied at Columbia University. He was Vice-Consul at Veracruz, Mexico and Warsaw, Poland from 1916 to 1921, and then consul in Warsaw, Lourenco Marques, Mozambique, Port Elizabeth, South Africa and Sao Paolo, Brazil. He was counsel in Medan, Sumatra, from 1931-1933; Hong Kong from 1933-1936; Shanghai from 1936-1938; Tsingtao in 1938; Kobe, Japan 1938 to 1940; Dairen, Manchuria, in 1940; and Harbin, Manchuria, in 1940-1941, He was interred by the Japanese in 1941-1942. Died March 28, 1950 in Detroit.
