The son of John Wesley "Hye" Hobbs and Martha Ann Rowe, Joe Hobbs was born in Millville, Tennessee. By 1880, he and his family had moved to Alabama, residing in Somerville. Joe and his brother, Henry, went west, chasing the gold rush. They moved to Yavapai County, Arizona, where Joe and Henry lived together, gold mining, until Joe's marriage in 1896. Joe married Ida LeFors, the daughter of James Jefferson LeFors and Martha Mahala West, marrying in Prescott, Arizona on October 14, 1896, having five children together:
Helen M. Hobbs (1898-1959)
Margaret Hobbs (1899-1959)
Mary Jane Hobbs (1902-1984)
Joseph Wiley Hobbs, Jr. (1905-1991)
Dorothy E. Hobbs (1908-)

They made their home in Prescott, where Joe worked often on his own, gold mining, and at other times working as a mining superintendent. After gold panned out in Arizona, they moved to Los Angeles, where he also worked as a gold miner. He passed away in Venice, California. His wife remarried, marrying Joseph W. Stubbs, and living to the age of 103.
