Lutheran Church--Missouri Synod pastor and administrator. He served congregations in Iowa and Louisiana. When he resigned from the pastoral ministry in 1906 he became the superintendent of the Bethlehem Orphan Home in College Point, New York. He served there until 1914, at which time he move to Milwaukee. In 1916 he became the first executive secretary of the Lutheran Laymen's League, serving in that capacity until 1929.

His last name was originally Craemer, but it was changed to Cramer when he moved from New York.
