US Congressman. He graduated from Cornell University and worked in banking, construction and farming. He was a member of the Broome County Republican committee in 1935 and a Delegate to the New York State Republican convention in 1936. From 1937 to 1939 he was a Member of the Binghamton City Council. In 1939 he won a seat in the US House of Representatives in a special election held to fill the vacancy caused by Bert Lord's death. He was reelected to six full terms and served from November 1939 to January 1953. Hall was an unsuccessful candidate for reelection in 1952. From 1953 to 1954 he was administrative assistant to New York Assemblyman Richard Knauf, and in 1955 and 1956 he was employed by the York State Civil Service Commission. From 1957 to 1958 he was a member of the staff of the New York State Soil Conservation Service. Hall then relocated to Pennsylvania and served on the Silver Lake School District Board from 1962 to 1965 and the Montrose Area School District Board from 1965 to 1971. He was the great-grandson of John Allen Collier, who also served in Congress.
