Kenneth Fowler was a Sergeant for the Police Department in Lubbock, Texas. He served 36 years for the Police Force, dying in the line of duty at age 59. Sht. Fowler and another Officer went to the apartment of a mental patient after responding to a Call of a disturbance there. They found the body of his Caseworker on the floor. She had been killed by her patient whom she was checking up on. Sgt. Fowler kneeled over the victim's body, covering it up. The suspect opened his apartment door, sneaking in, and opened fire. Striking Sgt. Fowler in the head and upper torso. The suspect was apprehended by a S.W.A.T. Team several hours later. Sgt. Fowler was survived by his wife and two sons.

He was the adopted son of Morris Brown Fowler and the biological son of Robert Edward Slough.
