He was the son of Daniel and Julia W. Streeter. He married 14 Nov 1877 to Lillian Carpenter.

He was educated in the public schools in St. Johnsbury VT and at the St. Johnsbury Academy. This was followed by Dartmouth College where he graduated in 1874. He was principal of the Ottumwa High School (Iowa) and read law with A.P. Carpenter of Bath, NH (his future wife's father). He was admitted to the NH Bar in March 1877. He practiced law at Orford, then moved to Concord NH forming a law partnership with J.H. Albin for a year. He was general counsel for the Concord & Montreal Railroad, and remained when it was leased to the Boston & Maine Railroad. In 1885 he represented Concord's 4th Ward in the NH legislature and presided at the Republican State Convention in 1892.
