Tina's parents, Raymond Toledo and Aurora Garcia, immigrated from Spain in the early 1900s. She attended school in Tampa and was valedictorian of her class. In 1943, working for Pan Am Airlines at the Miami airport, she met Ensign Frank Pepper. They were married from December 24 of that year until his death 57 years later.

She worked for various organizations for over forty years, including the Florida Limerock Institute, the Florida Road Builders Association, the Florida Department of Transportation, and the Florida Legislature.

She traveled with her brother-in-law US Senator and Representative Claude Pepper on humanitarian trips to Europe, the Mediterranean, and Africa. She served as a Director of the Claude Pepper Foundation. Her interest in politics continued up to her death.

She was predeceased by her husband Frank and her son Joe. She is survived by a son, a daughter-in-law, four grandchildren, and six great-grandchildren.
