McEwen served in the New York Senate from 1954 to 1964. In 1964 he was elected to the US House of Representatives as a Republican and served eight terms, 1965 to 1981. In 1981 he was appointed to the International Joint Commission for the United States and Canada, a position he held until 1989. McEwen's efforts to secure federal assistance played a key role in the success of the 1980 Winter Olympics in Lake Placid, New York. He was also a longtime advocate for expansion of the Army's Fort Drum, New York, and the post's library is named for him. The US Customs House in Ogdensburg, designated in 1964 as the federal government's oldest extant building, also bears his name. He should not be confused with former Congressman Robert D. McEwen of Ohio (born 1950).
