William T. Russell was born in Charles Parish, York County, Virginia, in 1775. He was the son of John Russell, "who came over from Ireland to avoid religious persecution and later fought in the Revolutionary War." [probably Scots-Irish].

William married Sallie (Sarah) Moreland who was born in Maryland. They were living in Wilkes County, Georgia when their son Thomas Jefferson Russell was born on July 27, 1800. They left Georgia soon after his birth and moved to South Carolina and then to Jefferson County, Tennessee during the War of 1812.
