A graduate of Booker Washington Institute, Clark College in Atlanta Ga and Iowa State College (B.S., civil engineering, 1953) Joseph Bayou returned to Liberia to serve as Assistant Chief, then Acting Director of the Bureau of Surveys,

He also served in several other positions in the division of municipal engineering of the Ministry of Public Works and Utilities before being appointed Acting Secretary in November of 1960 and Secretary from March 1961 to 1963.

Joseph Boayou devote the rest of his life in the private sector.
