Hattie was the daughter of John Wesley Steffey & Hannah Nickels Steffey. She married Randolph McCoy on July 29, 1909 in Pike County. The couple separated, then reconciled and had a daughter, Ellen.

She obtained a divorce and married James Parsons on February 2, 1909 in Pike County, Kentucky. He was son of William & Elizabeth Parsons, the widower of Minnie D. Robinson Parsons and the father of Willie Parsons.

The couple were the parents of a daughter, Lillie Parsons. In addition, Mr. Parsons gave Ellen his surname and helped to raise her. Hattie was widowed in 1939. She was a resident of Freeburn, when she passed away, in West Virginia, while visiting her daughter, Lillie.
