James Madison Pauley was the son of Joseph C. "Joe" and Martha Varney Pauley. His siblings were Edna May, William Charles, Joseph Edward, Robert Wilson, Frank Andrew, Fred Varney, and Jack Hermon. He married Ina Allred. They had a daughter Lois.

James was one of five brothers who served in the military during World War II. He entered the Marine Corps on June 30, 1937, and received boot training at the Recruit Depot Detachment, Marine Barracks, Parris Island, South Carolina. After graduation, on September 8, 1937, he was assigned to Company H, 2nd Battalion, 5th Marines, 1st Marine Brigade at the Marine Barracks in Quantico, Virginia. He served with Company H until April 1, 1939, when he was transferred to New York and served as a guard during the World's Fair. He was given an honorable discharge after serving four years in the Marines and reenlisted in the reserve branch of service on February 3, 1942. He was stationed at the Naval Ordnance Plant in South Charleston, West Virginia, for a number of months before being transferred to Camp Lee, Virginia and the Hawaiian Islands. In January 1944, he was sent to the Pacific Theater of Operations, joining Company F, 2nd Battalion, 8th Marines, 2nd Marine Division, with whom he served at the invasions of Saipan and Tinian in the Northern Marianas Islands. He was killed in action at Okinawa Shima on June 19, 1945, only a few weeks before the war ended.
