US Congressman. A member of the Democratic Party, he served American Samoa in the United States House of Representatives from 1989 until 2015. Born in Vailoatai Village, American Samoa, he was raised in Hawaii and received his Bachelor of Arts Degree from Brigham Young University. He served with the United States Army during the Vietnam War and following his return home, he attained his law degree from the University of Houston. He went on to serve as administrative assistant to American Samoa's delegate to Washington, before returning to American Samoa, where he served as deputy attorney general and later attorney general. From 1985 until 1989, he served as lieutenant governor of American Samoa under Governor A .P. Lutali. During his tenure in Congress, he served on the House Committee on Foreign Affairs and the House Committee on Natural Resources. He secured funding to assist schools and strengthen American Samoa's infrastructure.
