US Senator, US Congressman. Born in Boston, Massachusetts, he was the son of Samuel Allyne Otis, a merchant and the first secretary of the US Senate. He graduated from Harvard College at the top of his class in 1883, received his master's degree in law and was admitted to the bar in 1886. Otis served as a Captain in the Independent Light Infantry, a militia company during the Shays's Rebellion in 1886 and later received a commission as a Major in the Massachusetts Suffolk County militia. After the war, he commenced the practice of law in Boston, was elected to the Massachusetts General Court serving, (1794-95) and was appointed by President George Washington District Attorney of Massachusetts in 1796. In 1797, he was elected as a Federalist to the Fifth and Sixth Congresses, serving until 1801. Not a candidate for re-nomination, he was appointed United States District Attorney of Massachusetts by President John Adams in 1801, was a member and speaker of the Massachusetts State House of Representatives (1802-05) and a member a the State Senate (1805-17). In 1817, he was elected as a Federalist to the United States Senate and served until 1822. After he resigned from the US Senate, he was a fellow of Harvard University (1823-25) and Mayor of Boston (1829-32). He died at age 83 in Boston, Massachusetts.
