US Congressman. He attended Hobart College, studied law, and in 1831 became an attorney in Bath, New York. From 1840 to 1844 he was Steuben County Suurogate Judge, and he also held other local and county offices. In 1846 he was elected to the US House of Representatives as a Whig and served two terms, 1847 to 1851. In 1867 he was a delegate to the New York Constitutional Convention. In 1872 he was a member of the state commission that proposed changes to the New York Constitution. In 1873 Rumsey was appointed to fill a vacancy as an Associate Justice on the New York Supreme Court. Later in 1873 he won election to a full term on the court. His term expired in December 1880, when he reached the mandatory retirement age of 70, and he was succeeded on the court by his son William. He then lived in retirement at his home in Bath.
