American Diplomat, Ambassador. He served as the United States ambassador to the Dominican Republic from 1957 to 1960, ambassador to Panama from 1960 to 1963, ambassador to Pakistan from 1969 to 1972 and ambassador to Iran from 1972 to 1973. He attended West Virginia University, Princeton University and Stanford University, graduating with degrees in law and political science. He began his career in the Federal Bureau of Investigations as a special agent and served as an officer in the United States Navy. Following military service he worked in the U.S. State Department as a consultant and deputy director of the United States Mutual Security Program. While serving as ambassador to Pakistan in 1971, he played a key role in establishing secret communications between the United States and Chinese governments, culminating in President Nixon's historic visit to the Communist mainland the following year.
