He began his career in the Federal Bureau of Investigations as a special agent and served as an officer in the United States Navy. Following military service he worked in the U.S. State Department as a consultant and deputy director of the United States Mutual Security Program. While serving as ambassador to Pakistan in 1971, he played a key role in establishing secret communications between the United States and Chinese governments, culminating in President Nixon's historic visit to the Communist mainland the following year.
