Son of John Stevens, carpenter and Sarah Barnsdale.

25th Premier of New South Wales. A member of Australia's Nationalist and United Australia Parties, he served from 16 May 1932 to 5 August 1939. At the time of his resignation, he was the longest continuous serving Premier of New South South Wales at 7 years and 2 months. Prior to becoming premier, he attended the Fort Street Model School and later worked as a clerk for the Sydney Municipal Council. He was then was appointed deputy town clerk of Manly in 1908, and then in 1912 became a clerk in the Department of Local Government. He was later appointed under-secretary and director of finance at the New South Wales Treasury in 1924. However, he developed conflicts with Premier Jack Lang and resigned his position the following year. in 1927 he was elected to the Marrickville Council. That same year, he entered the Legislative Assembly as member fo Croydon and serve until 1940. After Premier Lang's dismissal in 1932, he was made premier. He is best remembered for promoting the replacement of the appointed Legislative Council by a Council elected by the whole parliament to terms equivalent to four Assembly terms, that is up to 12 years. It was passed by referendum in 1933. After leaving office, he served as the Australian representative to the Eastern Group Supply Council in New Delhi and was president of the India League of Australia.
