Ted was the son of Theodore Winney and Alice "Allie" Isle. He married Phyllis Kay Delabarre in the 1930s. They had three children: Larry, Phillip (died in infancy) and Shirley. His wife died following the birth of their last child. The two living children were raised by their maternal grandparents, Edward and Mary Delabarre.

Ted married widow Bonnie Oxford Collins on December 26, 1957. He owned a barber shop in the downtown Terre Haute area for many years and was well known by the local merchants.

(NOTE: Ted was my brother-in-law and I well remember that he loved golf, bowling and..., drinking beer from an old tin can. He didn't like the aluminum beer cans or bottles.)
