Born February 28, 1963 in Berkeley County, WV, he was the son of the late Howard Thomas Mann, Sr. and Hazellen Elliot Mann LeMaster and step-father, James A. LeMaster.
He is survived by two brothers, Howard T. Mann, Jr. and James D. LeMaster; two sisters, Debra A. Brewer and Lisa E. Avey; and two step-sons, Dale H. Harrison and Allen M. Harrison and wife, Madeline.
He was preceded in death by his wife, Kimberly Jane McFadden Mann; three sisters, Janet E. Hough, Sonja L. LeMaster and Selena Denise McCormick.
