US Congressman. He graduated from the Ohio Northern University Law School, was admitted to the bar and started practice in Fremont, Ohio in 1902. From 1907 to 1910, he was clerk of the Fremont Board of Health and city solicitor, 1910 to 1914. In 1915, he was elected as a Democrat to the Sixty-fourth and Sixty-fifth Congresses serving until 1919. Unsuccessful candidate for reelection, he returned to law practice, was appointed judge of the Ohio court of common pleas in 1926, serving until his resignation in 1934. In 1936, he was elected to the Ohio Sixth District Court of Appeals, was chosen as chief justice of the ninth courts of appeals of Ohio serving until retiring in 1943. He resumed the private practice of law until his death.
