He attended Mackin High School in Washington, DC, and graduated from Wheaton High School in Wheaton, MD. He entered military service immediately following high school, serving in the US Navy before joining the US Army. After tours of duty in Japan, Korea, Spain, Germany and the US, he retired in 1980 from the Army with the rank of Master Sergeant. Following his military service, he worked for 20 years for Unisys Corp, specializing in government communications contracts, retiring from there in 2000.

He was predeceased by his parents, Mary Lusby Spates and William Richard Spates Sr; his wife of 56 years, Shin Marie Spates; and one brother, SSG William Richard Spates Jr, who was killed serving with the US Army in Vietnam. He was survived by a son; a daughter-in-law; two brothers; two sisters; three sisters-in-law; a brother-in-law; and several nieces, nephews, great-nieces and great-nephews.

A military funeral service held in the Ft Myer Post Chapel, Arlington, VA, on Tuesday, September 26, 2017, followed by interment.
