The son of Joseph & Sarah (Harner) Angell, in 1860 he was a cigar maker living with his family in Taneytown, Carroll County, Maryland. He stood 5' 2" tall and had dark hair and hazel eyes.

A Civil War veteran, he served two terms of service:
1. Enlisted and mustered into federal service at Camp Bradford, Baltimore, Maryland, November 7, 1862, as a private with Co. I, 8th Maryland Infantry, and discharged by general order August 20, 1863.
2. Federally drafted and mustered into federal service at Frederick, Maryland, March 15, 1865, as a private with Co. G, 3rd Maryland Potomac Home Brigade Infantry, and honorably discharged with his company May 29, 1865.
His younger brother Nathan served in the same company during both terms of service.

By no later than 1890, he was living in Littlestown, Adams County, Pennsylvania.
