Jim was born February 15, 1940 in Rensselaer to Raymond and Lois (Clifton) Whitmore. He graduated from Hebron High School in 1958, was a member of the Bricklayers Union Local 6 from 1957 to 1967, served in the U.S. Army from 1963 to 1965 and had been a commodities trader with Heinhold Commodities from 1966 to 1985.

He was a member of American Legion Charles Pratt Post 94 in Valparaiso and served on the Pleasant Township Advisory Board for 12 years. Jim was also a member of the Chicago Mercantile Exchange and served on its board of governors from 1974 to 1980. He was the organizing president of the Kouts Jaycees, helped start the Porter County Archers and was a deacon of the Kouts Christian Church.

On September 1, 1962 in Kouts, he married Glenda Crouch. He had two sons, Bradley and Jason, who survived him and an infant daughter who died at birth.
