Osmond is a son of Chester Rufus Call and Sarah Maria Dickson - the fifth of their eight children.

He married Eliza Frances Hatch on January 24, 1907 in Logan, Utah. In the early years of their marriage they lived in Caribou County, Idaho. Then they moved to western Idaho and lived near Nampa. There were four children born to Osmond and Eliza: Thomas Osmond, Francis Chester, Vaneta, and Dickson.

In 1909 Osmond was called to the Southern States mission for The Church of Jesus Christ of Latter-day Saints. He served until May 30, 1911. His eldest son was born a few months after Osmond left for the mission.

In June 1979 Osmond registered for the World War I draft. He was farming in Hatch, Idaho. The registration card notes that Osmond was medium tall and medium build with grey eyes and brown hair.
