Born in Fez, W. Va. on Aug. 8, 1931, he was a son of the late Elmer and Eva (Toppings) Adkins.
Frank was retired from Crucible Steel.
Surviving are his grandson, Seth Floyd of Virginia; two sisters, Teddy Lou Patrick and Jerri Ann Huffman of West Va.; sister in law, Jean Burns of Ariz.; and multiple nieces and nephews.
In addition to his parents, he was preceded in death by his wife Wanda Adkins; a daughter, Brenda Adkins; a son, Franklin Adkins Jr.; two brothers, Bobby and Golza Adkins; and three sisters, Mary Rose Floyd, Billie May Kaboska and Phyllis Jean Taylor.
Interment will be held at Shadow Lawn Memory Gardens, Newell, W.Va.
