Loy was the son of Elida Adline Green and James Cooper Campbell. In 1930, Loy and his family were living in White Deer, TX. His siblings were listed as Viola, John, Raymond, LeRoy, Jennie Lee, and Billy Jean.

Loy's father, born July 17, 1882, died October 26, 1939, 12 miles southwest of Hereford, Deaf Smith County, Texas, as the result of an automobile accident. His death certificate states he was to be buried in Dumas, TX, on October 26, 1939, but does not state the cemetery.

In 1940, the family was living in Dumas, TX. His sister, Viola, was no longer living in the family home but there were four more younger brothers, Howard, Glenn, Kenneth and Bobby.

In 1954, Loy and Janell were found living in Antioch, CA. Loy's occupation was listed as a machine operator for Fibreboard Products.

In recognition of his military service, Loy and his wife Janell, were laid to rest at the Sacramento Valley National Cemetery on November 13, 2017.
