US Diplomat. Born in Erie, Pennsylvania, he graduated from the United States Naval Academy in 1919 and served in the Naval Lieutenant, (1919-25). In 1946, he was appointed first Director General of Foreign Service, serving until 1947. He went on to serve as the US Envoy Extraordinary and Minister Plenipotentiary to Hungary, (1947-49), US Ambassador to Netherlands, (1949-53), US Ambassador to Panama, (1953-55), US Ambassador to Iran, (1955-58) and US Ambassador to Peru, in 1960. He also was a Deputy Commandant of the National War College. He died at age 63in Seal Harbor, Maine.
